Dead Consumer Groups

When running rpk group describe you may see a group in the state of dead.

redpanda@redpanda-0:/$ rpk group describe test
GROUP        test
COORDINATOR  1
STATE        Dead
BALANCER     
MEMBERS      0
TOTAL-LAG    0

A Dead group is synonymous with a group no longer or never existing.  For groups that have previously existed, this will occur after the group has had no members for the configurable value of group_offset_retention_sec.
